Why can't NOLA figure out how to handle heavy rain?

We live in south La where it rains a ton, yet it seems even the mildest downpour results in street flooding. How can New Orleans still fail out this when they've had years to figure out a solution?

Have they begun regular maintenance of the storm drains? I know they pulled like 5 tons of Mardi Gras beads out of them a few years ago, but did they keep up with cleaning them after that?

I bet if the sewers weren't full of shite and junk, it would be somewhat more efficient.
Stop throwing plastic crap at mardi gras and clean out the sewer and drainage systems.

It probably does, however, that is still no excuse to why more streets continue to flood and why businesses have to take in water. This isn't a recent problem but a problem that has been going on for years and seems to only be getting worse.

I’ve told my storm drain cleaning story before.
suffice it to say that the underground storm water system is not fully functioning

Because for 50+ years, government officials have been saying if we keep continuing on the path it will lead to failure. So what happened? The city not only didn't increase drainage rates, but voted against renewals. Plus NO has the stupid drainage split between the city and SWB.
So you have a guy from the 60s saying a major overhaul is needed in the next 20 years because what we have is unsustainable. 60 years later nothing has been upgraded and everyone is surprised.
