Why aren’t newspapers that throw out unrequested copies in yards charged with littering?

I didn’t ask for this plastic bagged wrapped bundle of newspaper to be thrown into my yard. Why do those companies get a pass?
And now there are untold numbers of new plastic bags in the environment.
Or maybe this doesn’t happen where you live which is great.

You think of/ask a bunch of strange questions. However, I kind of agree with you here. I hate those dumbass papers and all I do is throw them in the recycling.

I told the times if they threw another paper in my yard I was filing a police report and they stopped.

Not sure how high it went but it was determined to be legal. I imagine shite lobbyists to some degree pushed heavy to get the ruling they wanted. I don't know why anyone would pay to advertise in those things. Don't know one person that reads them.

State Law allows it. As previously mentioned, probably the newspaper lobby from way-back.
City of Covington has a link on its website where you can opt-out. We provide the list of non-delivery addresses to the newspapers, who then complied. After the TP and the Advocate merged, they stopped complying. We re-sent the list of "opt-outs" to them with a friendly reminder. We're waiting to see if that works.
Encourage your Council to adopt a similar ordinance. It's popular and should be an easy one to get through.

Give it a few years and it will stop on its own . The physical newspaper medium will soon be extinct.

We don't get any newspapers thrown in our yard, but we do get a giant obsolete phone book every 6 months or so that's pretty much the same thing.
