Yes I think it is a rip off.
I was going to get somebody a Visa gift card but Visa wanted $3.95 to load it. I decided to get an Amazon gift card instead. No fee with the Amazon card.

We went to cash several years ago. With gift cards you are taking perfectly good cash and placing restrictions on it. The cash is always more useful.
The only exception is if you can buy discounted gift cards.

Bought a $100 gift card at Kroger for $105 and got 4X fuel points. Bought 30 gallons of gas for .40 off a gallon using fuel points from gift card purchase. Cost of gift card after fuel savings $93.
