Everyone loses in this scenario. But the Air Force is in charge of deciding if this is the scenario that plays out. So in spirit of the question, "No holds barred", Air Force has the most power.
Navy also has nukes but I'm fairly certain the majority of our arsenal, and the big dogs, are run by the Air Force.
