Imagine thinking they did this so you'd find them attractive.
They either think it is appealing to their target demographic and/or doing it for themselves. I find it hideous in all but a few fringe cases where the underlying beauty still overcomes the defacing by tattoos/piercings. I also realize they arent trying to appeal to me (or professional employers for that matter.)

The tattoos the OP mentioned - the ones with the random images that look like they were drawn with a Sharpie are the least explainable. Having a drawing of Fritz The Cat, a stick of dynamite, a Roman numeral, the logo for Miagi’s dojo, etc is sad. Add in an inspirational quote in fine cursive on the inside of the wrist (e.g., “All who wander are not lost.”) and you have the stereotypical stereotype-breaker.

Someone of the worse ones I have seen are of video game characters. When you are 65 I am sure that pokemon tattoo is gonna look awesome and bring back all types of memories.

Me and an old boy took bad drunk one night fishing and that stupid bastard tripped and fell face first into my open tacklebox and when he emerged he looked an awful lot like that last young lady looks....spinner baits, crank baits, a couple of jig heads and a zara spook across his forehead....he was not happy about it. Especially wasn't happy about me laughing at him....

I worked with a dude a few yrs back that had so many piecings that his nickname was Tacklebox…

I went out a couple of times with an Indian girl....Indian as in her family owned a bunch of motels and dairy queens, not as in her family all had the diabetes and lived in Cherokee. She was drop dead gorgeous and had some nice tatoos on her upper arm. Had mesmerizing golden eyes...seriously, staring into them was akin to a bird being hypnotized by a snake...she also had a patch of fur, no other word for it, about 6 inches up from her right wrist that was sort of diamond shaped and was as thick as the hair on her head and about 1/8th of inch long and maybe an inch square....we were making out when I discovered that hair and thinking it was some kind of bug or critter that had crawled or fallen on her....we were on my houseboat so it wasn't out of the question, I tried to nonchalantly try brush it off. I must have not been as smooth as I thought I was because after about the fourth attempt, and me about to panic thinking some kind of spider had ahold of her arm, she asked "what are you doing". I responded "making out?" to which she said "no, to my arm????". I told her there was a bug or something on her and I was trying to get it off......this was not well recieved. In fact it completely killed the mood which, at the time, seemed egregious to me BUT looking back on it I am kind of glad we did not get any further....if she had that patch of fur on her arm ain't no telling what else I might have found.....
