Who is the best orator of all time?

Doing a rewatch of Rome and the way they portrayed Cicero in the show seems all wrong from everything I’ve ever read or heard about him. In the show they make him out to be this kind of bumbling fool compared to what I’ve read about how he was one of the best orators of all time and in Roman history is probably the best of all time.
Got me thinking about the subject question, who’s the best speaker of all time?

I have fond memories of listening to Paul Harvey on the radio riding around with my dad. He was a great storytelller.
