I'll admit I only read the part that you quoted, but where in the hell are you getting that the word "Richmond" is now racist? They are changing the school named from JEB Stuart ES to Barack Obama ES. How does that translate to "the word Richmond is racist"?

Yep, with the people in charge of BR and New Orleans we should expect this to happen there as well. Seems like a waste of money that could be have been used more wisely.
