That's the only argument I here from people in SG limits as to why they don't want it to go. Getting into the BR magnet program is a lottery system. I'm not taking my chances on a lottery system when it comes to my kids or my money.
I hope your niece gets in, but what are her options if she doesn't? Have you asked her parents this?

I went to BRMHS. If she gets rejected, she can just go to McKinley gifted, then transfer for tenth grade. My sister doesn't want to pay for St Joes

I stand corrected on the surplus, but unless you have some data stating legacy costs are in excess of 20.5million, you're just making shite up yourself. Not even close to how the process works.
All it takes is for ONE property owner to petition for his property to be incorporated into the city. His request is then put to a public hearing, after posting a 30-day notice of the upcoming hearing, where anyone is allowed to speak for or against the proposal. Of course the more property owners who are on the petition for incorporation, the better the chances of the proposal passing.
Then the metro council votes on an ordinance to incorporate the area. If it receives a majority of council votes, it is incorporated.
There is very little residential property in the Mall of La/Perkins Rowe retail district. There are some condos and apts in Perkins Rowe but other than that, it's almost exclusively commercial property.
I know the process. My property went through that process a few years ago. I didn't even know my property was being considered to be incorporated into the city until I read in the paper it was already voted on and passed.

It's not guaranteed she'll get in for her 10th grade year either. Her chances will entirely depend on how many kids got kicked out or left after their freshman year.
And don't think I'm some BRHS hater. I graduated from there myself. Unfortunately it's a lottery.

Hey RyseoRome, here's a novel idea: Tell your niece's parents to move into the city of BR! Then attending an EBRPS won't be in question.

I went to Scotlandville when it was a pure magnet program and when they let in the neighborhood kids. The difference was night and day. Just because McKinley has a gifted program in it doesn't make it a good school. You still have to deal with all the hoodlums that are in it.

I went to BRMHS. Enough kids fail out or leave for his niece to go there. The thing is, the lottery system is stupid. When I was going there, BRMHS rejected really smart Asian kids, and they let in stupid white dudes like myself so

Or, novel idea here, you could do what ZAachary did for years and actually get involved with your kids school to make sure that it was a good school. You know, get the entire community involved for fund raisers for uniforms, books, computers, instead of relying on the school board or taxes to provide all that stuff.
Do people forget that Zachary was a great school under EBRPSB? Always had great equipment and always had high test scores.
Also always had the community behind it.
BTW, while considered the best system int he state, the test scores are no longer as high as they once were for Zachary. Probably because the community got passive and decided to let the taxes and school board handle everything.

The total general fund annual revenue for EBR is $299.4 million. The entire budget, including all revenue sources is $804.8 million. Page 17 of this EBR budget that was adopted in December shows the revenue breakdown

Well right now a vote can't even occur because they can't get 25% of the population's signatures needed to even consider the City.
Then, they will need to vote again, this time with the entire parish and state to approve the school district secession. With the majority still lying within BR's current city limits.

It's sad, all this effort spent on establishing a new city could have been spent directly on influencing the School Board and its leadership in a positive manner.
