Who has the right of way in this situation?

Light is green. Car is turning right.
Car coming from other direction. Also has green light. Turning left.

Right hand turn has right of way, unless left turn entered lane first, and reasonably early in time than right hand approached.

The right turning cat has the ROW but, depending on the context of traffic, allowing the left turn to go first if they're prepared is common

The only time a left turn has the right of way is if there is a green arrow.

I saw someone pull out in front of one of those unmarked LSP chargers. The trooper honked his horn and the guy did it back to the trooper and continued his act.
Guy got pulled over.
I laughed.

However, a frickton of the general licensed american population doesn't know rules other than what they've heard passed down from their idiot parents. So drive according to the rules, but assume that no one else knows the rules and react accordingly.

Also, both vehicles have the right to only one lane of the roadway they are entering. That being the lane they enter the roadway on.

Four lane road with an extra lane for left/right turn. Wife got mad at left turn driver that honked horn at her when he had the left turn green. She was turning right on red after full stop. Light was still red for going straight. Argument ensued.
Next time we passed this intersection, I pointed out the yield sign. New argument ensued.

Turning left, without an arrow, is about the most libel thing a driver can do.
Hell, you're in the wrong even if you're being passed and you turn left (like into a drive-way),from a 2-way road.
