NORA told Bayou Phoenix in a letter sent in April that it had failed to meet required development milestones and set a June 30 deadline to cure the alleged default.
Bayou Phoenix, a partnership of Henry Consulting and construction firm TKTMJ, Inc., argued in a reply that NORA is misconstruing the lease terms in a veiled attempt to tank the deal. Bayou Phoenix also claimed the redevelopment authority has misappropriated $1 million in federal grant money allocated for the project.
The allegations represent the latest stumbling block in the long-running attempt to revive the New Orleans East site which flooded during Hurricane Katrina and never reopened.
The lease between NORA and Bayou Phoenix, signed in 2023, was the result of lengthy negotiations that came after Bayou Phoenix, the consortium led by New Orleans business owner Troy Henry, successfully won the right to develop the site after a disputed bidding process. Under the lease, NORA has the right to terminate the lease for default after allowing Bayou Phoenix a chance to meet the terms of the deal.

they have done quite a bit of demo there in recent months
but stuff like this does make you wonder how anything EVER gets done in this state.

It's just a bad business idea. You can't put nice things over there. They wont even get out of the construction phase without theft, murders, and lawsuits.

Some of the rides were removed years ago and sent to other parks.

The same Troy Henry that owns Henry Consulting that Latoya kept trying to hand over a $73M sanitation contract to?
Interesting. Now that she's gone, NORA probably isn't being told to give him any leeway.
Whether this agreement is cancelled or not, there's NO CHANCE this redevelopment happens. The only difference is how much more money they waste before it all goes to hell in a handbasket.

it might surprise people but it was only open a few years, less than 6 for sure. That place was hot as hell, with no trees. look at the second one from 2005, just a few months from the hurricane.
Looks like in 2023 was the closest we got to nature taking over, by October 14, 2025 looks like they cleaned up some the overgrown parts. Looks like most buildings are gone.
