Who designs fireworks?

Not the show, but the actual fireworks themselves. Is it all in China or are Americans specifying the components?

I think I recall reading the Chinese basically copy the legit products and make it substandard, doesn’t meet safety thresholds etc but difficult to prevent them importing it
