It might not be the best quality state, but it brings a lot to the table. For one, the mouth of the Mississippi River.

Anybody that says Alabama is a retard and is letting their football allegiance cloud their judgement.

Huntsville, AL in and of itself is a lone reason to keep the state of Alabama off this list.

The rockets that sent us to the moon were developed and designed in Huntsvile along with a majority of the space shuttle. The parts of the ISS that were provided by the US were built in Huntsville. Houston gets the glory of NASA, but none of it would have been possible without Huntsville.

The only base with a larger presence of Big Army than Redstone Arsenal is Rock Island. The US Army Aviation and Missle Command, Army Meteriel Command (AMC), Missle Defense Agency (MDA), and several other large commands all have HQ's in Huntsville.

Huntsville has the largest numbers of PHD's per capita in the United States.

7 of the high schools in the Huntsville metro area are ranked in listings of top public schools every year.

I could keep going, but this is already approaching a TLDR.

Aside from Annapolis and Bethesda - Not a whole lot of stuff in Maryland that strikes me as neccessary. It's a weird combo of DC, West Virginia and Detroit.
