OP better research Santa Fe and Taos. Make sure he loves them. I’m not saying they aren’t awesome. What I will add, being from LA (like I assume the OP), I thought I knew what small towns looked like and shitholes. Nah. Drive 50 miles out of Santa Fe in any direction. THATS small town.
Google map “Clovis” or “Cuervo” New Mexico. Take an e-drive around.

I'm currently working a project in Albuquerque, been here about six months now. I've also worked in downtown Houston, and have worked and lived in New Orleans too.
I go to Santa Fe, Taos, Angle Fire, Red River quite a bit on the weekends to get out of ABQ, and it is a very enjoyable time, but I personally wouldn't want to live anywhere in the state of New Mexico full time. Look at it from a long term deal, and not a week vacation standpoint.
Houston for a single 30 year old was a great time for me, as New Orleans was too.

Probably Houston.
New Orleans too dangerous and corrupt, and not enough professional opportunities to move around/upward. Infrastructure also crumbling.
Santa Fe is scenically pretty but overrated. It's also expensive and out in the middle of nowhere. No worthwhile big cities nearby to escape to. You'll be stuck if you decide to move around in your profession, and New Mexico as a whole is a desolate, depressing place.

I drive from The Woodlands to the Galleria almost every day. Takes about 50 minutes. It's a much better drive than BR to NOLA. Hell, it takes 50 minutes to get across the Mississippi River bridge in BR at 5 PM.
And good thing is, I've got enough to do around me to not need to go to Houston except for work and the occasional ball game.

If you are going to rely on family for help with the kids then stay wherever they are.
If you and your wife love the outdoors Santa Fe is the best of those 3 to reside and raise your kids. And by outdoors I mean mountains, alpine lakes, clean rivers, some of the best elk and trout in the country, skiing, mountain biking, hiking, camping, etc. If outdoors means beaches, swamps, deep sea fishing, boating, hunting from a stand, and hills then New Orleans or Houston are your best bet.
There is a lot of culture, art, film, food, beer, etc in Santa Fe. New Orleans and Houston will have more, but Santa Fe is not lacking by any means.
In a lot of categories NM is one of the shittiest states in the country, right up there with Mississippi and Louisiana. Think education, income, political corruption. All pretty bad.
If your wife works in healthcare and you work in policy/lobbying then Santa Fe would be a good fit.
You should probably visit Santa Fe for a week before making your decision. It will hit you one way or the other. I was always a beach guy growing up in the south but after breathing in the mountain air and soaking up the endless beauty out in the Rockies I realized that I am really a mountain guy.
Try to visit sometime between May-Sep though. Everyone knows what snow covered mountains look and play like. Summer time is the real treat though.
You may visit and think it is great but a better place to visit than live, at least you won't second guess your decision choosing New Orleans and Houston.
Being around Natives, Mexicans, and liberals is not for everyone. All 3 bring a lot to the community though that make it unique and one of the top travel destinations for people in the know.
