As an adult, I have that choice now. New Orleans, New Orleans, New Orleans. Not even close. Been to Houston 30 times and would never live there. Never been to Santa Fe and it's probably very nice but i need culture. There is a large upside of culture in New Orleans. People who don't know will never know. You have to live it.

I lived in Houston for a decade and NOLA for a decade. I know Santa Fe fairly well.
Houston. There's a can do attitude there that makes living easier.
About Santa Fe: the state is as screwed up as Louisiana. If you aren't from an established family or a member of a major tribe, things are not going to happen good for you. A friend went to a conference at a resort owned by a tribe. The conference was there because 'diversity'. All the corporate types arrived by private jet. They got to the conference, and got to their rooms. and there was no dinner to be had, nor housekeeping services...nothing beyond a room. Why? It was a tribal holliday. actually series of days that were holidays. IT ended up being like Thurston and Mrs. Howell go to desert camp.
We drove into Santa Fe one fall and parked at a ?Walmart to replenish our soft drink supplies. Guy next to us saw our Louisiana license plate and said, " Louisiana, eh? you folks got some pretty good corruption going on, sort of Masters Level. Glad to see you've come to New Mexico where you can earn a PhD in political corruption." For some reason, I remember that guy.

Houston > Nola. I prefer to live in a state/city that isn't constantly falling further and further behind. Never been to Santa Fe.

I could make an argument for why Houston and New Orleans should be last.
I can't do the same for Santa Fe, so I'd argue Santa Fe is the choice.

NOLA, and I love SF, but it's pretty isolated.
Generally, the kind of people who argue for Houston over Nola are the kind of people who enjoy subdivisions.

I put New Orleans before Houston because I like history, good food and culture. (Not cultcha, but Houston has as much of that as NOLA does.)

I live outside of Houston in Katy. As long as you stay in the nicer suburbs (Sugar Land, Katy, The Woodlands, Friendswood, etc) you will like it. There is a ton of things to do here. Don't let these fools convince you otherwise.

Are you talking the city itself or the whole metro area? I wouldn't live in Houston if my life depended on it. Houston sucks, totally. I don't know anything about Santa Fe.
New Orleans on the whole is much better than people give it credit for. It is NOT just the French Quarter, you know? That being said, I may have to give Santa Fe a try for a year or so.
