where is the red line between looting and scavenging after a total disaster

in the Bahamas tonight there is 70 thousand people without bedding, food or water. these people will need stuff that is scattered across the area in terms of clothing, water storage, food, wood for shelter and on. private militias spring up to protect what is left. should they be shooting folks looking for unlabeled food tin or tee shirts

There is a difference between the necessary scavenging/stealing of items needed for survival in an emergency compared to stealing a tv because the power went out.

There’s a difference in taking a bottle of water from a store with no windows & breaking windows to take alcohol & cigs

Even alcohol makes some sense - sanitation is an issue in a disaster zone.

Otherwise, I draw the line between necessities and going shopping.

If the grin on their face is over 1 inch on either side, that’s an indication that it wasn’t for nutrition and shelter.

If the motivation is safety and survival rather than economic, and the damage is to property, not people, then I say proceed with the "looting."

Scaveging - taking what is necessary to survive

Looting - taking what is not necessary to survive

That was the line after Katrina. I had no issue with people going into stores to take bottled water and food. However, the ones taking televisions were wrong to do so (where are you going to get power to run a tv?)

It's defined by answering three questions:

1. What is being taken?
2. Why is it being taken?
3. Does the level of devastation make it necessary for the item to be taken in order to insure continued survival?

With this in mind anytime someone is taking a TV, it's looting. Period.

Batteries? Could be looting but most likely scavenging, depends on the level of devastation and reason for why they are being taken.

Bottled water? Scavenging.
