It was sometime in '95 or early '96 because I turned 18 in summer '96 and couldn't legally drink until 21.

State supreme court ruled that the 21 drinking age was unconstitutional. Everyone could drink for about a week. Then Dick Ieyoub decided he could just enforce the law anyway and got the court to suspend the ruling. One of the judges was interim and when the new guy was elected they reversed the decision.

Fron what I remember they changed it to 21 to buy and consume alcohol in the late 80's as mentioned, but for several years into the mid 90's it was legal for a bar owner to sell it to an 18 year old. It was a clever loophole. They changed it to 21 once the feds threatened taking away highway funds, etc.

i turned 18 in 94, that was the legal age at the time, starting maybe in 95 they went to 21, but that went to court. So it went back to 18 for a while, then i think 96 it went to 21 & stayed there.

In the 80s, It was made illegal to buy it under 21 but was legal to sell it to an 18 yr old.
It was created as a loophole to keep federal highway funds but not to actually enforce underage drinking laws
The feds only bought it for so long and 95-96 they closed the loophole and made it a hard 21.
I know bc I was 20 for about 3 months after it was enforced and bars actually enforced it. Those 3 months sucked.
Within a year, enforcement fell off again even though the law has continued on the books.

They did do a temporary period in 86. I wasn't of age so didnt remember. Do remember when it permanently went to 21 because I had friends that I partied with who all of a sudden couldn't get in bars nor drink just because they were several months younger than me.

It was 96 and I just turned 18. Normally that would sound like a bad thing but back then you could get in some bars at 16 (not legally) and purchase alcohol at some select stores (not legall) It wasn't a big deal for some reason..

It changed in 86. People between 18-20 were "grandfathered" in.
However, IIRC, the law was shortly enforced as:
You could buy at 18, but not drink until you turned 21.
As I recall, Louisiana potentially losing 100's of millions in highway funds forced the states hand in the mid 90's.
