The District Attorney and the "at large" council member of the cities that are center of the largest metropolitan areas in each state should be elected by the state at large - not just by the city. The reason for this is because most mid sized or larger cities have a massive employment base that depends on commuters from outside the district and the economic viability of the city can make or break the state. More than just the residents of the city depend on the city being a decent place.
For example - New Orleans and Baton Rouge are too important to the state of Louisiana to let decline. And far too many state tax dollars have been spent in those cities to leave their governance entirely up to the idiot locals.
ETA: You said controversial opinion, you didn't say good opinion.

The representatives we send to Congress should have their salaries set and paid by their own respective states. These representatives shouldn’t be allowed to vote their own salaries.
