Pomeranian. From my experience they are always the annoying dogs that won't stop barking at every little thing. What's more annoying is that they would get destroyed by 99% of other dog breeds.

It’s a matter of opinion.
In the small dog category, I would go with chihuahuas. Especially when there is a pack of them.
