Lower 9 is awful. Upper 9 between St Claude and Florida is godawful.As if it weren't already bad, it's been invaded by the gutter punks. Forget monkey grass or ivy. Trash, discarded tires, litter, drug paraphernalia acts as groundcover here. Lower 9th actually has more hope. Lots of cleared real estate to build on.

The crappy part is that up until 1990, it was a really good place to live in the city......then Section 8 took over.
