Peoria, IL was probably the most pleasantly surprised I'd ever been visiting somewhere.

Another one for me is Put In Bay. I'm sure most on this board have never heard of it, but its nickname is the Key West of the Great Lakes. I went for the first time last year and it was basically a floating party. Highly, highly recommended for anyone in their mid 20s-mid 30s

I’ve had some extremely good times in Pittsburgh.
Couple of next-tier underrated: Des Moines & Iowa City are great IA towns.

Birmingham
While not a great city by any stretch of the imagination, it is light-years better than its reputation would lead one to believe.
I went in expecting Mogadishu, or a giant Jackson, MS, but was delighted to find that it was actually kinda not that shitty. Downtown was almost downright pleasant.
For that reason, I put it in a similar category as Baltimore as far as cities that are ok despite their reputations for being hell holes.

As long as you stay east of the DMZ (I-65) then Bham is a cool place.

The Travel Channel recommended this years ago when I was still in PA.

Iowa City is fantastic, but it is a true college town, though. I'm not sure it would qualify under said criteria. The metro area is about the same size as Alexandria, LA, as a comparison.
I'd probably toss out any pure college towns that are pretty great places to live (Iowa City, Bloomington IN, Athens GA, Boulder CO, etc) that have fewer than a half million people in the metro areas.
As a comparison, Des Moines is more than 3X the MSA of Iowa City. Not really comparable places. Des Moines is more like Knoxville or Lexington or Baton Rouge.
But yes, Iowa City is one of the best college towns in the country and you hardly ever hear about it. Absolutely great place for a football game and a fun weekend.
