About as untrue of a statement as I've read on this board.

The ONLY people I have heard who assert this is those who have never live for an extended period of time anywhere else.

There are issues everywhere else. But Louisiana's are really bad. Possibly the worst in the country.

To answer the OP question, I didn't have a final straw. I was 24 and was wondering why I was there. I wanted to see other places. I also had this sneaking suspicion that Louisiana was a backwards place to live. Turns out I was very correct. We left for Idaho, we spent 6 years there, I lost a ton of weight, went back to school, graduated, found a good job, learned what it was like when you could safely commute by bike everywhere you went (turns out your life improves dramatically).

We went back to Louisiana in 2023 because family was having some health issues. We thought we could stave off the bad habits from childhood. We could, turned out just everyone else there aside from a few select people had not changed even an iota for the better. Really made for a rough time. Tack on the abysmal job market and heat and it was misery.

It's why I'm so vehemently negative about Louisiana on this board. The people I grew up with made me feel crazy for thinking they were assholes even though they said bullshite about how hospitable the south was. Turns out people in Louisiana are just generally dumber and meaner than people in other places. Sorry.
