I’m thinking those whom are uneducated or poor. If we could remove the poor and uneducated, then NO would be a top tier city

depends. we talking those who commit the acts ruining the city's reputation or those who justify it and make excuses for it?

There is no sense of personal responsibility anymore
There is no reason to be uneducated in this country

Poor has nothing to do with it, there are plenty of good, hardworking lower income people

There’s a difference in being poor & just flat living off the system

Poor is not the problem. There are plenty of people who are poor who are salt of the earth type people (particularly the working poor).

AAs commit approximately 97% of violent crime.

Barring a tectonic shift in their culture, their communities will never change.

Compare the crime rates of Jackson (85%+ AA) to Laredo (95% Hispanic). The crime rates aren’t on the same planet. Despite similar levels of poverty.

It is cultural. Don’t let some PC loser on the news living in Connecticut say otherwise.

1. People with generational addictions and raised in unwed/uncommitted "families" with physical violence in home, and become non-existent parents to kids, resulting in kids with nil hope for a life anything different than this, outside of faux hope via professional sports or becoming a rapper; leading to easier path to drug world.

2. Selfish politicians with say/do gaps, say the right things but do nothing about it -- to stay in power

Uneducated
Unhealthy

All go hand in hand. It’s nearly impossible to remove such a large group of people from this cycle of poverty.
