Depends what and where. My rehearsal dinner was a crawfish boil so it was shorts and an old shirt.

Wear a tie. Don't be that guy.

Probably a suit. What is the venue?

Is it suit and tie formal, or just business attire?
What is YOUR distinction between these two?

Every wedding I've ever been in (including my own) it was like business casual (polos and slacks). If someone would have showed up in a suit...people would have told them the funeral is down the road.

A suit and rubbers to bang one of the bridesmaids

depends on where it is. some friends of mine had a rehearsal dinner house party. it uh...wasn't formal.
Increasingly, rehearsal dinners I've gone to recently, in cities and for people with money, tend to be jeans with sport coat affairs.
I find that to be the default for almost any social setting these days. Restaurant/venue should help you decide though.

I've probably been to 100+ weddings. Outside of the few on the beach, I've worn jacket and tie. There's always someone dressed like you and they look out of place.

No. If you're going to wear a tie, wear a suit.

Agreed. My advice would be sports coat, button down collar, no tie, but if you're going to wear a tie, wear a suit. If you're going to wear a suit, wear a tie.

You guys are only saying this because of the type of event it is and because it's in the evening, yes?

No one wears jeans to rehearsal dinners for people with money.

Even money says the guy wearing a button down and slacks also has his sleeves rolled up and is wearing these shoes:
