What spark will lead to widespread riots, looting, etc?

Except for some irrational toilet paper shortages, grocery stores have been well stocked, there are no fuel shortages, etc.
This stimulus is basically a bribe to keep the barbarians at the gate. I don’t really see any widespread social unrest happening.
What could change that?

There are no shortages at the grocery stores anymore. There have been no gas shortages. All things considered, this thing couldn’t have been more civilized. As long as electricity is one things will be fine.
