It's weird, but a lot of companies seem to prefer this over any other method, even submitting a resume in person

I'd create a spread sheet with companies i applied to then status columns. "Resume' sent", "follow up call/email", "thank you sent", "Company response", "interview set" etc. To some HR folks, what you think looks like tenacity and diligence tends to look like pestering and becomes bothersome so you may have better luck with limited contact.
