In my experience, the Middle East (particularly UAE/Saudi) is the toughest to negotiate a win/win deal with. I wouldn't classify them as scammers, but they 110% do their research and push extremely hard to get the most beneficial terms for themselves with little regard to anything else. On the flipside, Australians and Canadians have been the most pleasant and fair to deal with. But again, just my experience.

why would you nitpick $1.50, sees like you're wasting more time and resources chasing a nickel.

In my professional experience, indians (dot) and orthodox jews and it's not even close.

That’s only when they are negotiating with a Kafir.
I would say the most challenging are any who grew up in places where it’s always done.
I have a friend who loves when white people show up to buy something because they never negotiate. She is of Asian decent and grew up haggling over gumdrops. It’s second nature to her.

I used to work for a regional wholesale building materials distributor whose owner had been burned in the past by the Patel gang. He decided that we would only do business with them with “our hands wrapped around their throat”, his exact words. Meaning all orders required purchase orders with prices listed, taking all steps to preserve our lien rights, bringing all checks from them immediately to their bank and getting cashiers checks, etc.

Have done work for a wide variety of people.
Easiest to work with:
White
Black
Hispanic
Most Difficult:
Arab
Jewish
Asian
That latter were without a doubt the cheapest and the most nickel and dime shite I’ve ever dealt with in construction. You wouldn’t believe the shite they would ask in an effort to save money. I’m not talking big dollars. I’m talking a few
Hundred dollars on a half a million dollar project.

Dealt with many difficult customers in my life but doing a business deal with any Patels might be the most painful experience a sales person can ever have. Learned the hard way to never give them an inch because they will take a mile.
