I think it's more about perceived arrogance and politics. Texans are pretty arrogant about their state, and IMO so are Californians.
The politics of both states are on the opposite ends of the spectrum on many issues... And I'd say conservatives tend to dislike the politics of Cali, and liberals dislike the politics of Texas.
Most of my favorite states wouldn't be on most-hated list of very many people.

I don't ever hear anyone hating on LA. They might make reality show jokes, but most people think of Mardi Gras, food, drinking, and New Orleans. What's to hate about those things?
