What is the awful smell on I-12 east of Walker/Port Vincent?

It smelled terrible in the area of the Sunshine Bridge exit on I-10 as well when I passed through about two hours ago. It smelled like a chemical plant odor mixed with manure.

That smell is just livingston parish in general - smelled like that before they took a bath, smells like it after.
