Simply put, they’re required to provide and maintain the services laid out in the bylaws.
No more, no less. If they’re not holding up their end of the bargain, get video evidence of their non-compliance and simply stop paying it.
They haven’t got a leg to stand on legally if they try to collect in that case.

Lest we forget the condos north of Miami that deferred maintenance a bit too long.
Also, I live(d) in an neighborhood with similar HOA issues, though I think it’s common. The bylaws were skewed in favor of developers who held onto some properties as rentals (I believe a couple are even Section 8 now) and the primary developer’s father has the grounds maintenance contract for years.
You also can’t have garage sales.

We had a HOA in my last neighborhood that sounds a lot like the OP. HOA Predident's husband was doing lawn maintenance and several other jobs for the HOA. It turns out she was overpaying him 3 and 4 times more than previous grounds crew was being paid for various jobs.
She had her parents hanging Christmas devorations for $500. The list goes on and on but my favorite was she stole money for an in-vitro ferilization. I guess technically the baby belonged to the HOA.
It got ugly. Cops were at next meeting after she fled the neighborhood in the middle of the night. She paid back the in-vitro stuff but you can't file charges for the overpayment stuff. It was a complete diaster
This was in Shell Landing in Mississippi

Go and own in a non HOA community and let me know how it goes. Wait until your neighbor rents out their place as an AirBnB while the other neighbor doesn’t cut their grass and parks their truck on the lawn. HOA’s are a PITA but when done right they are of tremendous value to the homeowner.

Get a copy of the HOA covenant agreement and also visit you Secretary of State website. HoA has to register with the SOS office.

A friend of mine had the same kind of suspicions of his HOA. He forced an audit. Found the HOA president had embezzled around 60k.

Damn. If you’re going to embezzle, at least make sure the grass is cut so people don’t feel as compelled to dig deeper.

The bylaws lay out what is required. At the very least you should be able to see financials on a regular basis. One of the reasons we moved out of a gated neighborhood was looking at the financials, we realized what they were collecting was way too low to build up the reserves for long term maintenance of the private roads and detention pond. Looking around we knew there was a lot of homes in there that would not be able to scrape together the money for a special assessment either.

Painting with broad strokes. All neighborhoods aren’t the same. In fact, the wealthiest communities and neighborhoods across the States are (surprise!) not governed by a HOA.
HOAs are typically for the suburban sprawl. I live in one, and it can be a pain in the arse. Some aspects or good, some are awful. For example, the HOA or the Architectural Committee has aesthetic “standards” that are not reduced to writing and are entirely subjective. You’ve basically got to get prior permission to do anything. It’s annoying.
What’s more annoying are the people that willfully serve on the board and committees. It’s a bunch of nosy, gossipy neighbors that have nothing better to do with their time than be a pain in the arse.

"but when they are done right". Sure, everything done smoothly is smooth. But when the HOA nazi's get ahold of the board, you have to sue and you will pay your legal bills and the hoa legal bills.

Wouldn't be surprised if you lived in the neighborhood behind me. One of the only gated ones I know and they think own my property line to the point where they built a fence on top of my already existing chain link fence, and also an illegal gate that blocks off access to the servitude.
