See, I was a kid when these policies were first put into place. Before, when 2 boys had a disagreement, they would fight each other. The fight would typically resolve the conflict and the fact that they were each willing to stand up for themselves caused each to earn the other's respect and they would be friends after that.

Basically, kids were bullied until they fought back, and then the bully and the bullied kid would become friends.

Once the zero tolerance policy came about, kids didn't get their aggression out that way. The bullies still did their thing, but the responsible kids wouldn't fight back because they would get suspended or even expelled if they did. Because they never fight back, the bullying never stops and just grows and grows and grows. With social media, that crap even follows them home.

Kids who really didn't care, would simply start fights with these intelligent wimps who cared about their grades in a kamakaze to get them both suspended because they knew it would hurt the other kid more than them.

By punishing the aggressor and the defender the same, it made the aggressors a million times more potent and caused the whole "bullying crisis" to blossom in the 2000's.

Basically, those poor picked on kids never fight back until they finally snap, get a gun, and start murdering people. They never get to vent out their rage or solve their problems physically until they boil over in a much more destructive manner.

It's the same problem you see in the gun control debate. The only people who follow the rules are the responsible people. The ones who wish to do harm don't follow the rules. By essentially disarming the responsible kids and preventing them from defending themselves, you turn them into perpetual victims of abuse.

TV and video games has a lot to do with it. No way a 7 year old child should be desensitized to death and killing, but for most it is the norm. Yes some people are fricked to begin with, but the environment that these kids are raised in plays a massive role into how they turn out. Not to mention that most of these mass shooters were on some kind of powerful antidepressants or the like.
