Banks are more than willing to lend at below market rates to a certain segment of the population that is highly correlated to criminals, knowing that a lot of it will default. It boosts the banks’ ESG scores and is officially known as the Community Reinvestment Act.

there's still a tax liability on that for the con and it will stay on their credit report about as long as a bankruptcy filing

Easy, if they serve 7 years in jail their credit report is now as clean as a whistle. All the negatives have been removed and the positive trade lines are still reporting within the last 10 years. I have student loans that were paid off in early 2010’s that are still showing.
Now if they got sued they may have a judgement against them, but that only reports for the 7 years, also the creditors in Louisiana only have 3 years after the date of the last payment to seek a judgment if they don’t they can just continue to report the negative information on your credit report for 7 years. With the judgement, they can seize bank accounts and wages, they have 10 years to do this or they have to file a motion to extend it another 10 years, but most won’t because the creditor has to keep fronting the legal fees, and by then if you haven’t been paid is it worth another court filing, of course that depends on the amount.
Age is your friend in the credit business.

if they own anything at all, its taken and sold to make restitution.
any remaining debt is written off by the debtors, its SOP because they have no way to collect.
any restitution they still owe to the court or victims is just converted into more prison time before they can get out.
so in short, when they get out, they are broke, but free and clear from all past debts.
as to what you see, thats TV BS but it does happen that pathetic women gives themselves to prisoners to feel loved and they often pay to support them as well when they get out. it happens the other way as well where cucks latch on to women in prison and give them money. there are even websites that get posted on here at times for women in prison needing to find a guy

Probably just goes unpaid. I doubt anyone's licking stamps and writing checks to Discover or MBNA in the pokey.
The question does remind me of an experience I had years ago. I was called into this place to do IT work. Learned a little about their business. Basically, they were scraping those sex offender and mugshots websites and sending the results to Experian and/or TransUnion.
Now, those companies are not able to incorporate such data into your "real" FICO score, but there are other, more secret scores or "products" that they sell lenders that do incorporate that shite.
That whole place had an extremely creepy vibe.

Well, everybody in prison didn't have a criminal record prior to their first offense. How would the lender know that they'd later go to prison?

As someone who has NOT been to jail, but HAS done a Chapter 7, I find this question interesting.
Of course, any ex-con coming out of the joint is probably going to be penniless, so he could easily do it, and I would imagine that there are social welfare organizations that would help him. Another aspect is that if a debtor makes no payments on a debt after a certain number of years, his debts are discharged, so this might happen automatically.
All that said, there are certain debts that stem from a crime that are explicitly NOT dischargeable, such as damages due to drink driving.
Of course, any ex-con coming out of the joint is probably going to be penniless, so he could easily do it, and I would imagine that there are social welfare organizations that would help him. Debt collectors run a check on any welcher, and I'm sure the check shows "entered Angola State Penitentiary on 2000-01-01", etc.
