I think it’s just a feature of Middle Eastern cultures, and it’s probably driven by a history of resource scarcity. The Israelis are the same way.

My grandfather was in Cairo in late 1944-early 1945. He said it was a nasty shithole then, so nothing much has changed since World War II.

Egypt pretty much a shite hole, but one thing that doesn’t help is building owners do not have to pay taxes on a building that is still under construction… so the top floors are hardly ever finished. Hence making it look worse than it is.
