What does a road crew do wrong for a newly paved / repaved road to be bumpy or wavy?

Not enough compaction of the hot asphalt? Poor prep work of the roadway before paving?

Probably had a big race to get to....and knew that the town judge would let them go if they finished repaving the road

taking way too many breaks with the roller machine sitting on the fresh blacktop rather then on gravel on side of the road. they just too damn lazy to clean it so they stay on the fresh new blacktop.
that, and as someone said, they are too much a hurry and not doing all the proper prep before laying it down.

Odds are it has something to do with standing around leaning on a shovel instead of working.

Bad prep and rushing the job. Letting the road be driven on before the asphalt sets. Letting the machines sit in one spot instead of keeping them moving or parked off fresh pours.
Seen a few companies around Houston that use the freshly poured roadways as staging areas for the next stage. Nothing about resting cranes and heavy equipment on new concrete is smart

Could be a lot of things. Bad base, a bad asphalt mix, using the equipment improperly.
Louisiana's DOTD doesn't typically do asphalt jobs btw. Those are contracted out.

Whoever is doing Grand calliou road between Houma and dulac is doing an absolutely terrible job.
