Stop and frisk
Lets clear the air on this :
Many people don’t realize that landmark case law already establishes a version of stop & frisk.
Under Terry V Ohio, a law enf officer who has reasonable cause to believe that a person is committing, is about to commit, or has committed a crime, can stop that person and demand identification and an explanation of his actions . Officer may pat down the outer clothing with the back of his hand to search for weapons. If the officer detects what would lead a reasonable person to possibly be a weapon, then that officer may now go into that pocket, waistband, sock, etc.
What separates Terry V. Ohio from a random profile type stock & frisk is the reasonable cause to believe that a crime has , is, etc.
So, remember, there already exists a type of legal stop & frisk.

Stop electing liberals and progressives at every level and you may have a chance. But at this point that is pretty difficult to accomplish.

Scruffy needs to be smarter than that.
~8%
~18% of those were violent.
Therefore, ~1.5% of the entire US population has committed a violent felony.

Giant prison that is hell on Earth. No bullshite send their arse’ there. Make them responsible for growing their own food and making their own clothes. If you fall out of line or don’t contribute you get dealt with by the lifers.

You can legally execute thugs right now, just form citizens militias and go to it. All you have to do is get them to threaten you or make you in fear of your life then kill them at will. It’s called using the stand your ground laws.

1) Big incentives for getting and staying married with kids.
2) Bring back the stocks & pillory and public floggings.
3) Reoffending juveniles stay incarcerated in military style prison until they earn a diploma and a trade credential.
4) Designate a new non-US region in Southern California for all democrat voters to go live. Crime would immediately plummet.
