I lived just inside 6 on the west side (below Addicks) and it was country. Maybe not anymore, but it was far from dense population and city conveniences.

The true answer is 610, city limits extends out to the beltway in the areas I'm familiar with. I personally try to avoid anything inside the beltway and tend to stay closer to 99.
