Missoula has the best smaller city (~75k) downtown that I’ve been to. Good restaurants, bars, breweries, coffee shops, and great scenery.

Pittsburgh is tough to beat. Best entrance to a city as well (through the Fort Pitt Tunnel)... you come out the other side and it's like BAM

Frankfurt Germany has an amazing downtown scene. Everything you could possibly want in a downtown district to include 24-hour whorehouses. It is surprisingly clean and with the level of public transportation, you can get triple shitfaced drunk and never have to get into a car.
