To answer the OP, there’s a lot of different definitions of tough:

I wouldn’t want to get in a fight with people from Philly.

But the resillience of New York coming together after 9/11, Boston after the Marathon Bombings, or even New Orleans after Katrina? That’s an entirely different level of tough.

Philly, Boston and pretty much any small town in Alabama, Louisiana, Mississippi or Texas (particularly farm towns).
