What are the requirements for a handicapped tag/plate?

My buddy told me his wife, who has some kind of tumor/growth on her leg (non-malignant) qualifies for a handicapped plate. She is in no way hindered or disabled by this condition.

Doesn't take much if you are old.

A doctor has to sign off on it so I guess it’s at his discretion?

Doctor has to fill out the paperwork. I got one when I had ankle surgery last year.

Pretty much a dr.’s note to take to the DMV showing that you are physically handicapped. You can either get the little thing to hang from your mirror or you can buy a tag for an extra $50 or whatever your state charges. I personally don’t like giving the state even one cent extra than the law forces me to so I have the one you hang from your mirror.

It’s as simple as a physician signing a form provided by the DMV. The physician has the choice of checking a box for “temporary” (6 month expiration) or “permanent”. It requires very little documentation.
You’d be shocked at what some patients believe might qualify them for a handicapped plate/hang tag.
But, if one practitioner refuses, that’s not to say that the next might not check the box and sign.

Get evaluated by a medical professional who determines if you qualify, and then they fill out a form.

Are you her doctor or has she told you that she is neither hindered or disabled?

You have to drive like an idiot.

In other words, anyone can get one if they can BS a doctor into signing off? Oh, awesome. No wonder everyone and his brother has one.

A little FYI post...
The sole purpose of ADA Accessible parking tags is for public safety. It is there to prevent you or I from running into people with our cars as they travel into the building. People such as little persons, or persons in wheelchairs, or obese people, or people with physical disabilities. People with those types of disabilities are at a greater risk of being hit in the parking lot the farther they have to travel.
ADA accessible parking has absolutely nothing to do with someone's ability to walk long distances. It is strictly about a person's ability to avoid a vehicle coming at them quickly and not get hit.
