That's not at all what this passage says, and the quote you gave is Peter asking Jesus if it is better not to marry. Jesus replies not everyone can accept the rules of marriage.

Typically they allow it for ordained Episcopal/Anglican priests who convert. There were a lot of them that began to jump ship after the Church of England went all SJW and was all but endorsing gay marriage, etc
The Eastern Church has always allowed their priests to marry but with something of a caveat. They cannot move up in the heirarchy
