They should allow them to marry and should allow for women to be priest

None. It would be too expensive. That is the main reason. Nothing to do with religion. They would have to change both celibacy and poverty rules because the church would be on the hook for a wife and children. They would have to pay the priest a decent wage to have a family so it won't happen.
