I think it's almost certainly correlation, but I just wanted to point out that BR didn't turn into some shithole post-Katrina. I tend to think it's a much better city overall now compared to 10-20 years ago (I can't speak to how it was anything before the mid-90s).
ETA: There may be some cause and effect based on Kip's admin doing a good job with the extra federal money and extra tax revenue from additional population.

Galatoires came here after Katrina.
We also got to see Saints games in Tiger Stadium. That should never happen again but was cool.
