Yeaaah, I'm guessing the news reporter has the facts a little bit messed up. Although, as you pointed out, this is New Orleans we're talking about!
The tunnel is basically a long rectangle with the sides, bottom and top constructed of concrete. After construction, the ends - 6 lanes wide and about 25' tall - were closed off with temporary wooden falsework. The falsework was to be removed when the new expressway was tied in to each end. Obviously, the freeway was never built. Not as obviously, but not surprisingly, the city left the "temporary" falsework in place for the last 45 or 50 years.
What could possibly go wrong?

What baffles me most is that at some point in time people were actually behind the idea of building a damn HIGHWAY through the French quarter....
Elevated highways are a death sentence for real estate below them. Look at the high rise.
It's a retrospective fact many city planners have come to realize in the decades since that fad design was implemented. You see it in cities all over the country.

That's just another aspect of the Bizarro World that is New Orleans! Many people are confused as to why the sun is in their eyes as they cross the bridge to the Wank in the morning.
