That's about the size of it.
In the 60s, there were plans to build a riverfront interstate, w/ most of the money coming from the Feds. There were also plans to build the Rivergate Convention Center. The new expressway had to go under the Rivergate site. In a rare instance of foresight, the city (and probably state) ponied up the money to build the tunnel before the expressway was approved for federal funding and before the Rivergate was built. The logic being that it would show the city's commitment to the project and would avoid tearing up the same place twice.
In the end, protesters stopped the elevated freeway from being built along the river and the interstate went in over Claiborne Ave.

A bunch of cities were building elevated expressways along the water at that time. The proposed N.O. Expressway was the first to be stopped by preservationists protesting it's construction.

I don't think the hole is over the actual tunnel, but near the end (or possibly, the side) of it.
I'm guessing the cap on the end of the tunnel failed and water from leaking pipes, or maybe storm water runoff, carried soil into the tunnel, leaving a void that undermined the street.

Actually the news just said the wooden beams supporting the roadway rotted out. They even showed some rotted out beams at the end of the tunnel. . Like WTF were these idiots thinking.
I'm hoping the reporter misunderstood. However with it being New Orleans I'd believe anything.
