From the look of things, it appears that this was a shoplifting scenario. It also looks like the rent-a-cop was trying to wrestle the item from the girl's hands - or maybe it was that she had the item in her purse and he was trying to get the purse. In any event he didn't so much throw her down to the ground as much as she wasn't giving up the item.
If that's the case, then I would say that the rent-a-cop was probably within his authority.
