Festive environment, lots of noise, crowded streets. It's quite possible you don't know what the commotion is about until it's right on top of you.
Not sure about here, but it's not hard to see how Nice or similar happens. Often, and maybe here, it's along a street and someone jumps a curb. Next time you're in a city like that and pay attention to traffic nearby, it'll be apparent just how easy it would be to do that.

I took this picture in December of 2015 while in Madrid. They sure seemed proud to strap this sign up on their country's capitol building. I'm glad to see countries put political correctness before the safety of their people. At least the families of the dead and injured can rest easy tonight knowing this sign is up.

This stuff terrifies me and makes me hesitant to go anywhere with my family. Cars being used as weapons. Can't really guard yourself against that except stay away from roads or just stay inside.

Ever been walking in a crowded area with traffic going by? Is it hard to imagine, with how fast they are travelling, that in a split second one of them can veer off and plow into you and you wouldn't have enough time to "oh shite".
