They all didn’t have to be in on it. Could’ve been one person, could’ve been a few. Just enough, that he(they) were able to keep other officers out by repeating that they didn’t have orders.
The guy who trained them on response was the one whose wife called him, telling him she’d been shot and was bleeding to death. He was going in, so they tackled him, took his guns, and had officers escort him out of the building.
What I find interesting is the shooter’s granddad was a felon, had served time reportedly for actions associated with a cartel.
That town isn’t far from the border. It’s not out of the realm of possibility that someone or a group of officers had been collaborating with a cartel, then were given orders on how to delay response or face the consequences of being exposed.

Pussy local law enforcement has the swat gear but only uses it when it's 10 on 1 and they are 99% confident they will come out on top. It's like that everywhere.

We know for a fact there were 19 of them in the hallway and that many of them had the gear. You may need to bump that up to 30-1.
