Other way around. Insurance to cover stupid human reflexes instead of machine precision will be astronomically high because there won't be a large enough pool of self-drivers to share in the cost. Only the rich will be able to afford the self-driving insurance. The poors will be in their robotmobiles while the rich will drive past, flipping them off after shifting from fourth to third and flooring it.

I stand by my belief that preventative laws are immoral. Driving in accordance to traffic code while drunk shouldn't be illegal on its own, in theory.

Problem with going lower is other things can trigger a breathalyzer. Certain medicine, coffee, cigarettes, food stuck in your teeth can cause a false test. Then you are shite out of luck.
