NE during the summer is prettt damn near perfect. Especially VT and DE. I am getting serious about buying a small home out there to rent out until I retire and be a snow bird. My only worry would be managing it out of TX.

With everything there's tradeoffs. Cold winters are an easy trade for me. I'll live around good people with cold winters long before living around perpetual dysfunction again.

You could. Pretty amazing to live in a place with functional government and intelligent people.
You lose a lot of the pettiness of life when you leave the South or Northeast.
