I'd bet they care more that over the water civilians can more easily be prevented from seeing it before the government, as an example. Drop it in someone's farm field and there's pictures online before the government can hide it.
This is the most likely reason. They didn't want a repeat of when people were taking pieces of the space shuttle Columbia and trying to sell it online.

We didn’t shoot it down because of its probability of landing on people or their homes.
Oh good lord it flew over Alaska.

I’m good with shooting it down over water, those Chinese bastards could have filled it with Ricin.

If people only knew how much Chinese Spyware is out there, in their pockets and home. Yet they are worried about a balloon. Not to mention the actual spy satellites orbiting the earth in space. LOL

Woah woah woah, let's not try to convince anyone that over water was a good idea.
There's too much political soapboxing to do They've already blown up their FB pages with rage, sent out emails to senators, double-deckered a liberals toilet.

Isn’t using an F-22 to knock out a balloon like bringing a bazooka to a knife fight? Is that pilot going to get a new call sign now? (“Needle”, “Pinprick”, etc…)

It sounds like the media spun this story, and there have been multiple balloons that have flown "close to" Hawaii. I have yet to see anything about another balloon over the lower 48.
Including one last year close to Hawaii. I'm not happy about any of them, but just pointing out I have not seen any evidence any balloons flew over the lower 48 recently?
