US Fish and Wildlife Service states that hunting is good for elephant populations

Well, they aren't wrong. A private hunting preserve has a much higher incentive for preservation of species and their well-being than a public space that has no profit-loss margin to consider when taking action.

People don't get this. The most simple example is lions. Lions kill cattle in Africa. Without hunting, farmers in Africa put out poisoned bait for lions and kill them indiscriminately. When there is legal hunting, the farmers have an incentive to not poison these lions as the price incentive is usually plenty to keep them from doing so and the hunters often target older problem lions that get close to human communities. I have no desire to kill lions or elephants but I won't judge someone who does.

Has nothing to do with what they know about elephants. The importation of elephants killed in those countries was banned by the previous administration because of bad management practices in those countries, and poor attempts to crack down on poaching. Supposedly, those issues have been resolved.
